Mr. President, I rise to speak against the so-called voting-right bill H. R. 6127, which bill was passed by the House of Representatives. It came to the Senate without being referred to a committee and was placed on the Senate Calendar, which is something unusual and out of ordinary procedure. The bill was then amended by the Senate and returned to the House, after which time the House amended it again by adopting what was called a compromise. The compromise as well as the bill is entirely unreasonable, and I hope that the Senate will not pass the bill.🏁
