So why does the Federal Government want to enter a field into which it has no constitutional authority to enter? As a matter of fact, the Federal Government already has a statute, I say to those who say the States are not protecting the right to vote. I am wondering if the Members of the Senate and of the House of Representatives have overlooked the Federal statute. I shall read that statute, so that Senators can know that we now have a Federal statute to protect the right to vote. I shall read several provisions.
